[Mastodon API] Getting the default emoji for reactions #517

Knowing what the default reaction is can be pretty useful for a client app, but this only seems to be accessible from the Misskey /api/meta endpoint and mixing APIs is not really a good idea

It would be nice to be able to have this information through the Mastodon API. I think it would make sense to have this in /api/v1/instance, perhaps in the configuration.reactions object, since this endpoint already shows other information from the meta object
